FSC vs PEFC Sourcing Guide: Technical Comparison for Paper Buyers

FSC vs PEFC for paper buyers: mill-direct certification requirements, claim thresholds, cost premium, EUDR data and how certificate disputes are resolved.

The difference between FSC and PEFC comes down to governance and market recognition, not to how sustainable the forest is. FSC (Forest Stewardship Council) and PEFC (Programme for the Endorsement of Forest Certification) are the two dominant forest-certification labels in global paper trade. Both audit sustainable management. Neither is universally better. The right choice depends on your customers, your geography and your story.

FSC is NGO-driven, founded by WWF and Greenpeace allies. It is preferred by global brands (IKEA, Tetra Pak, Unilever) and by retailers under environmental scrutiny. PEFC is industry-led and originally European: it does not run its own forest standard but endorses national schemes (PEFC Germany, PEFC Austria, SFI in North America), which is why its certified area is far larger and its coverage of small European forest owners far deeper.

The sourcing differences that actually change your order

For an industrial buyer, three practical differences matter more than the philosophy. First, threshold: a PEFC Certified claim needs at least 70% certified material, while FSC Mix uses the same 70% logic but with stricter credit-account rules — so a mill running mixed furnish may be able to declare one and not the other on the same reel. Second, availability: most continental EU mills producing plasterboard liner and sack kraft hold PEFC as their default, with FSC available on nominated machines and often with a longer lead time. Third, the label on the finished product: an FSC logo on a printed bag needs the printer's own FSC CoC number, not yours.

  • Ask the mill for the certificate number and check it live in the FSC or PEFC public database before the first order — certificates get suspended mid-contract.
  • Require the claim to appear on the delivery note and the invoice; a claim that exists only in an email is not auditable.
  • For mixed-certification programmes, agree the claim per grade, not per supplier — the same mill may ship PEFC liner and non-certified fluting.
  • Budget the premium against the grade, not the tonne: on 180 g/m² back liner the certified premium is typically under 1% of finished board cost.

Mill-by-mill availability: what you can actually buy certified

The difference between FSC and PEFC becomes concrete at machine level. Certification is granted to a mill and its wood supply, but the claim you can put on a reel depends on which furnish ran on which machine in that campaign. In practice, continental European plasterboard-liner and sack-kraft mills hold PEFC as the default because their roundwood and recovered-fibre baskets are dominated by PEFC-certified national schemes (PEFC Germany, Austria, Finland, Sweden). FSC Mix is available, but usually on nominated campaigns with a segregated furnish, which is why FSC lead times on liner grades typically run 2–4 weeks longer and minimum order quantities rise to full-machine runs.

  • Plasterboard liner (100–220 g/m²): PEFC broadly available ex-stock; FSC Mix on campaign, typically 20–25 t minimum per grade and grammage.
  • Sack kraft and MG kraft: both schemes available at most Nordic and Iberian mills; FSC 100% is rare because the furnish mixes certified and controlled wood.
  • Fluting and recycled grades: PEFC Recycled counts recovered fibre toward the 70% threshold, while FSC requires the separate FSC Recycled label — so the same reel can be PEFC Certified and only FSC Controlled.
  • Mixed programmes: ask for the claim per grade and per machine, and re-confirm at each campaign; a mill can lose FSC availability for a quarter without losing its certificate.

EUDR: why neither FSC nor PEFC is automatic compliance

The EU Deforestation Regulation (EUDR) applies to paper and paperboard placed on the EU market. Both FSC and PEFC have released EUDR-aligned modules (FSC Regulatory Module, PEFC EUDR Due Diligence System), but neither certificate is by itself proof of compliance: the regulation requires geolocation data for the harvest plots, a legality assessment and a due-diligence statement filed in the EU TRACES system. Certification helps because the chain-of-custody paperwork already exists, so the missing piece is usually the plot-level geodata from the mill's wood supply.

The practical asymmetry is in the data, not the label. PEFC's due-diligence system leans on the endorsed national schemes, so European mills often already hold plot-level or supply-base geodata through their national forestry registers. FSC's Regulatory Module carries the geodata through the CoC transaction, which is cleaner for imported non-EU fibre but depends on every upstream CoC holder passing the dataset forward intact. Either way, the obligation to file the due-diligence statement sits with the operator placing the goods on the EU market — normally the importer of record or the converter, not the mill.

  • Ask each mill whether it supplies EUDR geolocation data as part of the shipping documents, and in what format (GeoJSON is the TRACES-friendly one).
  • Confirm who files the due-diligence statement — the importer of record, not the mill, carries the legal obligation.
  • Keep the DDS reference number linked to the certificate claim on the same delivery note, so an auditor can reconcile both in one pass.
  • For non-EU fibre (North American, Latin American or Asian kraft), budget extra time: geodata coverage is thinner and the legality assessment is the step that usually delays clearance.

When a claim is challenged: FSC and PEFC dispute resolution

Certificate disputes usually start with a mismatch: a claim on the invoice that the supplier's certificate no longer covers, a suspended certificate discovered mid-contract, or a customer auditor rejecting the paperwork. Both schemes route these through the certification body first. Under FSC, a complaint goes to the certification body that issued the certificate, and unresolved cases can escalate to Assurance Services International (ASI) and the FSC dispute resolution system. Under PEFC, complaints also go first to the certification body, then to the national PEFC governing body and finally to PEFC International.

  • Check the certificate status in the public FSC or PEFC database on the shipping date, not only at contract signature, and keep a dated screenshot with the order file.
  • If a supplier's certificate is suspended, material shipped before the suspension date keeps its claim; material shipped after cannot be sold as certified.
  • Raise the issue with the supplier in writing before filing a formal complaint — most mismatches are a wrong claim code on the delivery note and are corrected by a revised document.
  • Keep delivery notes, invoices and the certificate number together per lot; that is what the certification body will ask for first.
